Briefly... Congress established RS-2477 in 1866. The entire text of RS-2477 reads: "The right-of-way for the construction of highways across public lands not reserved for public purposes is hereby granted" In 1976, RS-2477
was repealed but the valid rights-of-way that existed prior to that repeal were kept valid.
Thus, any right-of-way that existed on public lands prior to the 1976 act. are still valid today as rs-2477 right-of-way!
