I believe that is what they were saying in the reuse chapter. If its torqued properly, there should not be a problem in reuse. The big but I see is when you were not the one torqueing the bolts. You have no idea if they were under/over or recomended torque. Thus if over torqued they may have yielded.
I have read other documents that relate the same information. For almost42 years, I have never re used a bolt/nut that was torqued and in a 'CRITICLE' application. An old machinest taught me this when I was 18. I have never had a failure and will not stop this practice. Now, If I build something and do my own torqueing, different story. I wish it were different, I have a large bucket of bolts/nuts from my Carryall that are going to the dump.
