Dodge CTD question

I post this question here because many of you have expirence with the 24 valve CTD trucks...
Anyway, I brought a 2001 CTD Dodge home on a test drive last night. It has 52K on the clock. It is the non-high output diesel, with a 5 speed. When driving it home, it seemed to be just a little under powered. It's a 2500 shortbed, so it's fairly light. I noticed onec at idle that the rps surged up and down slightly a bit also.
Because of these two things, does it stand to reason that the truck may have a bad lift pump? And the injection pump is pulling the fuel, feeling of it being underpowered (a bit) and the surging at idle?
Truck has 3.55 gears.
