When I was a motorhome mechanic, most frames I crawled around under were stretched. Later on I worked in a fabrication shop. One of my repeat jobs was to make 2ft sections of frame to weld over a joint and act as doublers when frames were shortened. Frames get cut everyday, the factorys only seem to make the wrong length frames. And "certification" of a welder is a game- few field welds are ever done to that extreme. Certification only means that the welder CAN do a good job, not that he does it right every time. Sounds like you've got a good plan though, if you don't have confidence in your own welding, have somebody else do it.
