I agree I'd rather have two tail lights, but in a way it makes sense at least in the days of 2-lane highways when nobody would pass anybody on the right. The important thing when passing is to know where the left side of the vehicle in front of you is, since that's the part you need to not hit. It does seem strange to have different left and right light assemblies but this old trailer looks to be stock and that's how it is, and the wiring harness agrees. As soon as I got home I pulled some modern composite lights off an unused container dolly but then discovered that the old wiring harness won't power them correctly.

One thing that makes it not quite so hard to engineer separate versions is that there's no military equivalent to the 1157 (hi/lo) tail light bulb that's used on most civilian vehicles. There's a dim bulb for the tail light, a bright bulb for the brake light and turn signal, and of course separate dim bulbs for the black-out light.
