Ct registration problems

I took my FFPW to a garage today to have the vin verified and he could not do it. I seem to have two problems. The truck is a former Airforce truck and when they sold it they stamped a number on the vin plate and used that on the title also, not the original vin. I also don't have two vin tags on the truck which is another must. I looked for one on the frame but it is not there. Has anyone experienced any problems like this before?
