Found a 67 PW W 300

It looks to be a county or state rig with a short flatbed on it hooked up in front for a snowplow -- why did the W 300's come with short flatbeds? It has a winch in the middle that appears to be hydralic -- where these factory winches Anyone have any info on this type of rig
