I've got a lot to learn about fire rigs, but I agree that it might be a heat exchanger to use tank water to cool the radiator coolant, several of the trucks in our shop have that but I've never examined the system closely, will do so this afternoon. I don't remember seeing a device like that under the hood. Maybe the reservoir on the side contains oil for the primer(?). One of our trucks uses a small amount of oil to prime the main pump. Apparently the oil foams up and that facilitiates the priming...I thought it was strange, but it seems to work well.
