Need Help on Metric Bolt Size

The bolts that mount the starter on a Dodge
Bell Housing with the Cummins Diesel Engine.

It appears these are Metric. A 3/8-16 bolt will screw in a few turns then bind, also its sloppy in the hole till it binds. What would be the correct metric bolt ? Please no 'think so's' its a long ride to town.
