I think you nailed it. I think of it this way: if the header pipe length between the exhaust port and the collector is exactly the same for every cylinder (tuning), and we know that only one cylinder fires at any one time, then the exhaust gas pulses will not run into each other on the way out the exhaust since they must arrive at the collector at different times with even spacing due to firing interval, providing better exhaust flow, less back pressure, and so on.
