You can use fine emery cloth and evenly work around the crank journal. I've done this on engines that ran out of oil and seized. The bearing material is soft and will sand down evenly. Cut or tear the cloth the width of the journal, length of cloth, rap around journal and pull in a back and forth motion turning the crank periodically until material is sanded off journal. Wash journal with soap and water to remove grit material. Check clearnce with pastic gauge, shim with brass shim stock.
