Not to sure what it is but is it even American? When way back in the day I had the pleasure of attempting to spotting enemy tachtical vehicals. Typically an external drum type tank ment it was forein or non-US unit? However it could have been a back yard jury rig of an attempt for a cheap fuel tank.
