I think I'm paying something like $700/yr for insurance on my deuce, with Progressive. Yes, you have to get commercial vehicle insurance even if you don't use it commercially. They just go by gross weight. I use mine a lot for hauling my own stuff, so I couldn't really go the "collector" route. I did register it as a "farm truck", which reduces the gross weight fees by 1/2 in Washington. That means no commercial hauling.
As for the price, $3000 is a very good price even without a winch, dropsides, long-bed, or other "extras", if the truck is in good mechanical shape. I assume it has a multifuel diesel engine. A few years ago, you might have been able to get lucky and get a driveable truck for $1500 from the DRMO, but since "Government Liquidation" took over, basic deuces are going for $3000 as is sitting in the lot with no chance to test drive them.
