will this work for a windshield frame

I have two windshield frames that both of the bottoms are rusted out, but the tops are
in good shape. My question is can I cut the
hinges off one of the top halves and with a
little work use it as a bottom half. Looks
like it would work to me. Has anybody tried
this.
