take a long 3/4 inch socket and place it on the back side against the edge where the steering tube goes in. Then take a hammer and tap on the end of the socket as you go around the circumference. Should pop right off I've done several(10 or so), even pretty rusty ones this way after letting them soak. Oh yeah make sure you have the nut off on the end of the steering shaft
