Horn and horn wire are also involved here. I would take anything apart unless I had to. Just slit one side of the bushing and slip it on from the side. Once its clamped in place, it won't go anywhere. If you have plans to repare the steering jacket itself,(which may well be cracked at the steering box clamp) then you would pull the whole assembly out. If you have that problem, let me know as I have an excellent repair for that failure.
