Rubber steering column insulator installation

What is the best way to install the rubber insulater that bolts the coumn to the dash? Do you pull the column out and slide it on? Or do you cut it and slip it on. If it's the first, is there a trick to removing the steering column or am I just fighting 50 years of grime? Thanks
