1/2 ton starter pedal question

On the 1/2 ton Dodges, is there supposed to be a seal ( or pad, or some sort of packing or a dingus or doohickie) inside the Pedal Rod Bracket (Part # 579632. Group 0602) that keeps the starter pedal rod from rattling?
