Sounds like not enough fuel, if the carb needle valve checks out, the gaskets not leaking (spray WD-40 around it while it runs, if it speeds up, there's a leak) and the bowl level is set properly, look toward the fuel pump output. First pull and clean or replace the fuel filter. Next (remove the coil wire to prevent firing) pull the carb fuel hose and place the end in a can. Have someone turn the engine about five or ten revolutions and observe With safety glasses on)the output. Each revolution should provide a healthy spurt of fuel, not a dribble. (yes you could do a pressure and flow rate check at this point if you have time/tools to do it right)
I had a stainless cased fuel hose get a pinhole in it just before the fuel pump input, she'd start and rev up till the bowl level dropped down, then only idle till the suction picked up again. The stainless covered are great when in good condition, but any original hose is likely dry rotten by now. You can blow into the fuel hose toward the fuel tank with some low pressure to clean out the fuel pickup sometimes. This is only a temporary solution, as the pieces may clog it again when you are miles from help. Additionally if using pressure, remove the fuel cap to prevent the pressure buildup.
