Message:   i hate to differ on your observations but i bet it was dealer/CHP service center install and not a factory 440 4 barrel installed deal. if they made one they made 10 or 20 for use as a police support vehicle and one would have probably survived.

everything i have read is dodge did not offer a factory 440 light duty truck until 1972.

the only documented factory four barrel ever offered in the light trucks for the 61-71 series trucks is the HPP trucks from 64 to early 66.

unless there's a dataplate reference to the 440 in the Cop Truck i would be very skeptical of it being a factory plugged in 440. if you have distinct recolection to the dataplate contents that reflect a special engine then i would be less skeptical.

someone approached me last year about a 63 CC D200 that appeared to have a factory installed 413 4-speed. dataplate was stamped SPECIAL and it also had a SERT Sticker with "ENGINE" and some numbers stamped into it. with some research it was discovered that the 413 was dealer installed in place of the "Premium 318" (hence the SPECIAL designation and SERT Sticker). long story short it was 413 donor from a wrecked 63 Police car and was dealer installed with mopar parts. it was an interesting truck but not a factory deal.
