Japan is built on feudal traditions and the majority are evolved from ways of warfare including martial arts philosphies and the way of the samurai. Within that local rulers would temporarily join forces with others to overthrow an enemy. That is several would throw their support behind the one, until victory, then back to business as usual. After that the 'Hey, you owe me...' principle stood.

In modern days including preparations for attacks on us for World War II several Japanese businesses, in the same basic business, will temporarily lend technological & financial support to another to give them a leg up. Then the total of similar industries see life as an engagement of war against foreign non-Japanese economies for the overthrow of them.

Back home they are all at work in business as usual but their population numbers can't support their robust expansions and productivity. So the big picture is to destroy foreign competition by the rules of warfare, as in 'All's fair...' and we have been a recognized enemy for over 75 years.
