Message:   Just to clarify, (JShaw pretty much said what I said, in better detail), you don't want to raise the front at all, the blocks are for the rear, if you're going for a rake look, just raise the back...and you can accomplish that by putting 32" tires back there.
On $400 she's going to be limited to keeping the stock wheels and front tires, putting new rears and some new hub caps on all four.
You might be able to find 4 new tires in the budget range by looking at the Futura Line at Pep Boys.
I might have some blocks for the rear, if not they are pretty inexpensive, but the labor to install them will be about $60
