Message:   Pull the distributor cap off.
Pull the spark plug on cylinder No.1.
Turn motor by hand until No. 1 is at TDC on compression stroke, not intake stroke.
(Place your thumb over the spark plug hole, you will 'feel' it build pressure to the top of the stroke.
Now look at the rotor, it should be pointing to spark plug wire location No. 1, if not, you have indexed the distributor incorrectly, that is usually why you can not turn it the correct way.
Stop playing with the carb, trans, electrical, etc, until you have this installed correctly, otherwise you'll end up with multiple issues and have no ideal where your baseline is.
Stock 360? 750 cfm is WAY too much carb, but let's get the timing correct first, then move to the carburetor.
