In the simplest of terms, you run wire through the bolt head and tie it off to something else nearby, and in such a way that the wire routing prevents any turning of the bolt in a loosening direction. This routing is also marked by a total lack of slack in your installed wire. At some point you will twist it hard to tension it. There are actually special pliers for that purpose.

Try it once then examine your work. if you don't like what you see, then cut it off and do it again. After about the third time you will have it....
