I'll answer, then Mike can tell me I'm full of drivel. ha!ha! The second number is the 'aspect ratio'. In other words, the 17" tire at 305cm wide has a sidewall height that is 70% of the tread width. The 16" tire has a sidewall height that is 85% of the 305, therefore the 85 is taller than the 70. If the aspect ratio was 100 you would be 305 tall from the rim and 305 wide.
