They take percentages on pretty much everything if you are a seller.
As a buyer I have to send extra (up to 4%)if I want someone at the other end to be able to withdraw cash in hand, send $520 so they get $500. This doesn't apply so much as an auction buyer (though watch for the small print where an auction seller notifies you of an extra charge if you use Paypal)
As a foreigner I find it useful to be able to send cash into the US securely via Paypal, and the extra 4% compares favourably with money order, cashiers cheque, or whatever. It's cheaper than Western Union too.
Compulsory Dodge content - I use it for all my e-bay dodge purchases if I can.
