I have done a lot of restoration, and have done it both ways. Sometimes when your on a budget and don't have the time to take a good tire off of a rim. I usually sandblast both sides of the rim. Sand does not hurt the rubber tire but makes it look better. I then have settled on just taking 2" masking tape and breaking off about 5" pieces and tapeing around the rim. Over the years various outfits have advertised a paint on substance that drys like soap and washes off, but where the paint is heaviest near the rim, it is almost impossible to get off.
Or there has been the 3" ring or so that goes around the rim, but then you do not paint under the edge. Tom
