This helps prevent fraud. If you stole my bank account number, but don't get my bank statements, then there's no way you could know what the transaction number of the deposit is, and therefore they won't use the bank account number. It's a clever system, and I think it's well thought out.
It's sort of like using an email address to register for something. They send you a code to that email address, so it has to be an address that you actually have READ access to, or you'll never get the special code. This prevented me from signing you up for the Power Puff Spam Email list, for example, using your email address without your permission. Ha ha ha!
