Gas guage

Hello to all!
I just bought my first truck which is a 1973 dodge powerwagon. The gas guage never wants to come off of the "E" position. The only way to make it move is to short the single wire of the sending unit to ground. This sends the guage to "F". I tried pulling the sending unit out and it measures 18 ohms-78 ohms at full swing. Any clues??
