I've had the same troubles Mark. If you rebuit the master (like I did once) you can get the parts out of order and it will cover the relief valve as someone already mentioned. I re-rebuilt it and rearranged the parts to be in the proper order. I've also bought several rebuilts in a row from a parts house that were faulty. Good luck.
