You could do one of three things:

Change transfer cases: The gear reduction you seek could be done by using a divorced NP205 and a low gear set. I think they are now available down to about 1:3.35(total cost with rebuilt driveshafts and gear set $1200). You could also opt for an atlas t-case from advanced adapters. These are now available in a divorced set-up and down to a 1:4.3. Total cost $3500.

Add a gear reduction auxilary unit:
I would think that maybe you could use one of the NP203 planetary units to provide the gear drop that you are looking for. You would have to buy an adapter and then locate the t-cases that you would need to make it all work. I am not sure on price, but I think that you could pull it off for around $1500.

Either of these possibilities would probably result in the nessicity of switching to a centered rear differential.


3rd, you could use a hydrostatic drive to move the truck really slow while blowing snow. You could retrofit the centered output on a NP200 and then use that as the input for the hydro-static drive while plowing. You would plow with the transfer case in gear and the transmission in neutral.

I guess it all depends how handy you are and what you have laying around.
