lower speed transfer case

Hi,
I have a question for anyone who might have the answer, I would like to be able to slow down the slow speed of the transfer case. I need to my lowest gear to be slower then it is and I thought that slowing down the low speed of the trasfer case would be the best since I would still have normal speed in high. I have adapted a 7 foot pto tractor snow blower to go on the front of my 1948 b1pw however if there is more then 18" of snow I can't do it in one pass. I hope someone has a good idea for me.
