I am sorta lost I am tring to figure if I realy need the Govenor on my PW? Tring to set up my intake manifold with a carb. Have no way of testing the Gov unless it is runing and the one I got has a rivit holding the cover on along with a screw. With the butterfly removed it was not working befor but the mechcanical part and vacume line was all conected. Just thought the whole thing could be removed and the lines pluged. If not just leave it the way it is hooked up but not working? Mark H.
