Tow way that I have seen people paint plates.

Method 1: Clean the plates of all paint. Paint the whole plate the color that the numbers and letters will be. Then paint the whole plate again again the back ground color. Then take some very fine wet sand paper on a moderately hard rubber sanding block and sand the background colored paint off the letters.

Method 2: Clean plate of all paint. Paint the whole plate the background color. Take a very smooth surfaced roller and roll the paint onto the letters and numbers as they are the high points. (I undersand this is how many are originally painted.)

There are several people in my area that make a living out of painting plates and etc. They show up at the car shows around here. I have a set of '42 and '51 plates on my truck. Both are original paint which means that they are worth a lot more.
