Nobody can be fined for having posession or ownership of the wreck. Same thing as just another plane that crashed on your property. You have the right to sue the US for damages, how about the fish farm the stuff hit, do you think they have right to claim for haz junk in there pond, if they get a fuel tank in fish pond is it not really there property until they are paid for damages or compensated. Can the governemt just go around on peoples land looking for space junk without permission or compensation? I do not think so, i am sure there will be many just and unjust claims made. I have a different view since living next door to a navy training bases where these issues come up every time jet crashes on my farm. It is a terrible loss, but what about my loss and other who were damaged. Is it so wrong to seek recovery by selling the wreckage, just like finding a powerwagon without owner and getting it real cheap, then selling it for a 5 fold increase! Money is Money? What is the real difference between a powerwagon profiteer and a plane wreckage seller?
