Just got done watching a VERY lengthy discussions on the Willys Tech list about the same thing. Ideas included a larger sized orafice on the inlet/seat and how pump pressure would effect float level. Big thing is float level. Float could be leaking causing it to be lower in the gas and not shutting down the needle/seat.
