Through the years I've had this site, several folks had problems getting into it. One had Netscape but the problem went away when he went to a later Netscape version.
There are a lot of pictures and scanned documents. This can cause a slow load. The hover button may come up before its corresponding link is loaded. Have respect for us slow moving types.
I use Microsoft Front Page 98 and had the Microsoft Problems guys at my isp check it out the last time. I'll have them check it again.
