I live in western Canada and the 17 in wheels were very common up here on old Dodge, Ford and International trucks in that ton - ton and a half range during the 50's and 60's. I would look around the rural areas where these old beasts are still in use and ask the owners which tire stores they frequent.Save your old flaps, new tires don't always come with them. The dealer you choose can get you the right tubes. I've used g 16 radial tubes in a couple of my 7.50/17s they work good.I know some one out there is going to read me the riot act on this but it does work.
