Using battery cables, by-pass the plunger. Connect the negative cable to the batteries
"-" terminal, then strike the starter's "-" terminal. If the starter turns the problem is elsewhere. If it doesn't turn, connect the positive cable to battery and starter and try again. If starter doesn't turn, problem with starter. Make sure battery is charged.
