For the most part disk brakes are all most always better then drum. Drums may pull to one side or the other if they are not used regularly, disk tend not to have this problem. On the other hand disk tend to get sand and mud in them easier witch causes BAD problems with needing to replace rotars that have deep grooves in them. But the biggest reason disk brakes worl better then drum is that they have the ability to bleed of HEAT faster then a drum does and what this means is that on a long down hill you do not have as much brake fad as a drum.

The hyda-vac is kind of a different issue in that it is only a power assist mechanisum, like the vacum booster that is already on a disk brake system.

As Bruce states with a Hydra-vac you can slam on the brakes easier. But it is the type of brake, disk or drum which determines repeated stopping preformance.
