I can't comment on anyone's intentions that advertise here or on Ebay - but the truck I bought at the estate sale belonged to a car salesman for 10+ years. You would think he could have titled it without too much trouble but he never did. Texas is very concerned with auto theft so they don't give away titles easily. My out of pocket costs were about $100 but I did a lot of the research plus had some good luck and help.
War story: A man I work with has a Toyota truck he bought while living in California in the early 1980's. He later moved to Texas and could not find proof of ownership so never registered the truck (it's sitting in his yard). He has tried several times to title it and failed due to the documentation requirements. They don't believe he owns it unless they see proof from California DMV - something he has tried to get over the phone with no success. Maybe other states are easier...
I'm not a car dealer so maybe I had more than average trouble but I wouldn't buy anything else without a title unless there was a real good incentive or I was prepared to put it out on rural property and never use it for anything else - like a tractor.
