Steering wheel question

I have a 57 flat fender with cracks in its steering wheel and would like to find an NOS one if I can or one that is used with no cracks.
Question #2 I removed the emblem and horn parts and steering wheel nut but wheel does not want to move, is there something im not seeing that I need to do?
