Combat rim uses a flange bolted to the rim and the civilian uses a split lock ring that fits in a groove on the rim. During WW2 it was found the the split lock rings were vulnerable to bullets, if hit, the ring popped off resulting in a flat tire. Combat rim was designed to replace the lock ring rim.
