Ok, looking at the top of the transfer case, the right shift rail is for the de-clutch fork to engage/disengage the front axle.

De-clutch - Ok

Left shift rail - for high and low gearing -problem

1. Do you have the spacer for the low range gear between the gear and washer on spline side of shaft?

2. Did you take the shift rail out and fork off? If you did, did you reverse the fork?

3. If you did take it out, is the mechanics wire that locks the screw hitting something that prevents the fork from fully disengaging the low range gear?

4. If you didn't take the shift rail out, you may want to, to ensure the balls that lock it are not rusted preventing it from moving properly or to see if the rail is bent not allowing it move to hit the cover retainer assembly.

5. Did you replace the 70 rollers on the low range gear so it fits tight on the shaft?

The only thing that will lock up those gears, is the small sliding gear not fully going the full engagment length of the splined shaft to fully engage either the low or high gear.
