Basically yes. The particles are charged and the frame is grounded (or I have it backwards which will not matter much for this explaination!) This creats a static cling type of effect where the polymer powder is drawn to the metal. The metal is then heated in an oven causing the polymers to 'melt' and run together. As long as the metal prep is done correctly, the bond is long lasting and strong. A good powder coating job will last for years, and is chemical and chip resistant. You need to wax the coating in the first few weeks to ensure that the finish is protected from UV rays which seem to be a cause of dulling with some polymers. If waxed the finish doesn't dull as rapidly and stays new looking for years.
