It's a single sided spot welder, and he is welding the two flanges together I think. The jig is making sure the finished assembly fits the screen tolerances.
You can put an earth clamp on the body, then use this single-contact type to push two panels together. Of course the welder arc starts to melt the first panel too, but if you push the panels together and hold the pressure on after you cut the current you'll get a spot weld.
