Advice on Posting Pictures to Share

I would like to create a web page or post pictures and text on PhotoShop or someplace similar. I like the format of Ken and Linda's Power Wagon Restoration page (pictures with text description). My sister has a scanner to scan in old pictures, and we just got a digital camera for future shots. What are the options, costs, recommendations, and basic how-to advice? Thanks in advance!
