this is a flat fender ?
if so then the two bottom brake shoe anchors
which are used when making a major brake adjustment (the heel) with the arbor tool
are rotated as follows
the right cam is rotated anti-clockwise to decrease shoe to drum heel clearance and clockwise to increase the shoe to drum heel clearance
reverse on the left cam adjuster
as the arbor tool is required this adjustment proceedure is done with the wheel and hub removed
if your drum is frozen/stuck you might ask for forum advise on removal
