Neither adjuster 'screws in', they both have cams

The lower one has an eccentric turned on it, the upper has a sheet metal snail shaped cam on the end. Both move thier respective ends of the shoe towards the drum. The upper will not pull the shoe away from the drum, that depends on the return spring. The spring may not be able to over come the drag of a frozen, totally gunked wheel cylinder. If this is the case, back off the adjuster, remove the little cover on the outside of the drum (a sheert metal tab with one screw) and try to pry the shoes away from the drum. The upper adjuster, being spiral shaped with no stops to it, will hold the shoe outward if turned the wrong way also, you'll haveto judge by feel whether you have relaxed the pressure. This will all become simpler when you get it apart, or see a picture.
