As I've always understood it, Yes the military does under rate their vehicles for a safety margin but not by 1/2 ton. From my understanding
a 3/4 ton rated military vehicle would be rated as a 1 ton civilian vehicle. The military would rate the FF PW as a 3/4 ton vehicle even though the rear axle is 6500lb rated.
The FF PW has a GVW of 9500lbs. meaning that if they average 5500lbs, in vehicle weight, it should be able to haul 4000lbs. or 2 tons and still be within the manufacturers 9500lbs.
warranty limit.
No manufacturer would or has (as far as I know) ever rated their vehicles at its maximum load ability.
